Dr. Zhang Haiwen is a senior research fellow, Director-General, China Institute for Marine Affairs (CIMA), Ministry of Natural Resources (MNR),PR. China. the Deputy President of the Chinese Society of International Law, a member of the Thirteenth CPPCC. She also serves as the law of the sea consultant expert appointed by several governmental agencies, adjunct professor of Wuhan University and Xiamen University. She was Director-General, the Department of International Cooperation, former State Oceanic Administration (SOA) from December 2013 to July 2017, Director-General, Legal and Policy Office of SOA from 1999 to 2004. She worked at Jianyang Prefecture Intermediate People’s Court, Fujian Province from 1984 to 1992. She earned a master and doctorate degree in international law from Peking University in 1992 and 1995. She was a visiting scholar at the Centre for the Law of the Sea and the Environment Studies, Dalhousie University in 2009. Her major is the law of the sea, maritime policy and strategy study.
