Dr. Liu is Research Fellow at the Institute of International Relations (IIR), Taiwan Chengchi University. He is Professor at the International Doctorate Program in the Asia Pacific Studies (IDAS), College of Social Science, Taiwan Chengchi University. He is also the Director of the Taiwan Center for Security Studies. He serves as the chief editor of Strategic & Security Analyses (bimonthly published in Chinese) and a bimonthly Strategic Vision for Taiwan Security at NCCU. His research and teaching focuses on Asia Pacific security, Asian regionalism, national security and the South China Sea, peace process across the Taiwan Strait, US strategy in Asia, Asian maritime security, and Taiwan foreign and security policy. He received a Ph.D. in Politics from the University of Hull, the United Kingdom.
